A single status affidavit is a sworn, notarized statement that you're unmarried and free to marry. Many countries require it before they'll let you marry there or register a foreign marriage — proof, in their eyes, that you're eligible. Once notarized, the Secretary of State apostilles it so the foreign authority accepts it.

Because it's a sworn statement signed in front of a notary, the Secretary of State apostilles the notary's commission, not the statement itself — so the apostille comes from the state where it was notarized. Some countries call it a certificate of no impediment or a 'freedom to marry' affidavit; others instead want an official 'no record of marriage' search from the county clerk, which is a different document.
